What to do
Owners and operators of Mooney M20B, M20C, M20D, M20E, M20F, M20J, and M20K airplanes equipped with STC SA4443NM wing tip fairings should inspect their aircraft to verify the installation of a tail mounted strobe light. If the tail mounted strobe light is not installed, they should install an FAA-approved tail mounted strobe light to comply with 14 CFR 23.1401. No specific compliance deadline is provided.
Summary
The Special Airworthiness Information Bulletin (SAIB) CE-09-38 issued by the FAA provides information regarding the installation of wing tip fairings under Supplemental Type Certificate (STC) SA4443NM on Mooney M20 series airplanes, including models M20B, M20C, M20D, M20E, M20F, M20J, and M20K. The bulletin addresses an airworthiness concern related to the lighting configuration on these aircraft when equipped with the STC wing tip fairings. It is not an airworthiness directive and does not mandate mandatory actions.
What changed
SAIB CE-09-38 highlights that Mooney M20 series airplanes with STC SA4443NM wing tip fairings must have an FAA-approved tail mounted strobe light installed in addition to the wing tip mounted strobes to comply with 14 CFR 23.1401. The bulletin introduces a recommendation for inspection and possible installation of the tail mounted strobe light to ensure proper anti-collision lighting coverage.
Why it matters
This bulletin is important for operators, maintenance organizations, and compliance teams because it clarifies lighting requirements to maintain regulatory compliance and enhance aircraft visibility. Ensuring the presence of a tail mounted strobe light helps meet FAA standards and supports safe operation by providing adequate anti-collision lighting coverage on affected Mooney M20 series airplanes.
