EASA AD CF-2023-38R1
Time Limits/Maintenance Checks — Introduction & Revision of the Airworthiness Limitations
Summary
Airworthiness Directive CF-2023-38R1 is a Canadian regulatory update affecting Bombardier Inc. BD-700-2A12 aeroplanes, specifically serial numbers 70005 through 70150. This directive introduces revisions to the Airworthiness Limitations (AWL) related to time limits and maintenance checks, ensuring continued airworthiness through updated maintenance requirements. It mandates compliance with the latest AWL Issue No. 017 as approved by Transport Canada.
What Changed
AD CF-2023-38R1 revises the applicability of the previous AD CF-2023-38 to exclude newer serial numbers that already incorporate the required maintenance actions in production. It maintains the original requirements but limits the affected aircraft population. The directive requires incorporation of the latest AWL Issue No. 017, which includes new and more restrictive maintenance tasks and limitations.
Why It Matters
This directive is critical for operators and maintenance organizations to ensure compliance with Transport Canada's approved maintenance schedules, preventing unsafe conditions due to outdated or incomplete airworthiness limitations. It impacts maintenance planning by introducing updated thresholds and intervals, which are mandatory for continued airworthiness. Compliance helps avoid regulatory penalties and ensures operational safety of the affected Bombardier BD-700-2A12 aircraft.
What To Do
Operators of affected BD-700-2A12 aeroplanes must amend their Transport Canada approved maintenance schedules within 90 days from 15 June 2023 to incorporate the limitations and tasks specified in AWL Issue No. 017. If the maintenance schedule was already updated to a previous AWL issue, it must now be further revised to include any new or more restrictive tasks. Use of later Transport Canada-approved AWL revisions is also acceptable for compliance.
