EASA CZIB CZIB-2022-01R14: Airspace of Ukraine

What to do

Affected operators must avoid conducting any flights within the specified Ukrainian FIRs, including takeoffs and landings at airports located in these areas, until at least January 31, 2027. Operators should also comply with existing prohibitions on operations within FIR MINSK (UMMV) as per EASA Safety Directives SD-2021-02 and SD-2021-03. Flight plans involving the affected airspace may be rejected by the EUROCONTROL Network Manager, and operators should monitor updates from EASA and relevant authorities for any changes.

Summary

The EASA Conflict Zones Information Bulletin (CZIB) titled 'Airspace of Ukraine' addresses the closure and safety risks of all altitudes and flight levels within the Flight Information Regions FIR LVIV (UKLV), FIR KYIV (UKBV), UIR KYIV (UKBU), FIR DNIPRO (UKDV), FIR SIMFEROPOL (UKFV), and FIR ODESA (UKOV) due to ongoing military conflict. This bulletin applies to all air operators subject to Commission Regulation (EU) 965/2012 and third country operators authorized by EASA, highlighting the high risk to civil aircraft from military activities including potential targeting and misidentification. The document does not specify particular aircraft types or engine models but covers all civil aviation operations in the affected airspace.

What changed

This CZIB extends the validity of the existing safety warning regarding the Ukrainian airspace until January 31, 2027, without changes to the content. It reiterates the closure of the specified FIRs for civil aviation flights as per Ukrainian NOTAM A0021/26 and maintains the prohibition of operations within these conflict zones. The bulletin continues to emphasize the high risk posed by military activities in the affected airspace.

Why it matters

This bulletin is critical for aviation professionals as it highlights an active conflict zone where civil flights face significant safety risks including intentional targeting and misidentification. Operators must recognize that the affected airspace and associated airports are unsafe for operations, impacting flight planning, risk assessments, and regulatory compliance. Compliance with this bulletin helps ensure the safety of crew, passengers, and aircraft by avoiding hazardous airspace.
